Community Engagement Meeting #6 - Presentation of Revised Facilities Options was held on June 8, 2017, at 6:30 p.m. in the John Glenn Community Center - Edison Intermediate/Larson Middle School Commons located at 1240 Oakland Avenue, to present revised draft facilities options, share survey results from the first online survey, and gather community feedback. on behalf of Grandview Heights School Board of Education in Grandview Heights schools I woke you to tonight 6 for sylheti planning Community engagement meeting thanks interview in attendance tonight for your willingness to join the conversation for the Futures the future of our schools  your feedback will be Inseparable from helping to a recommendation by me on September 19th as well as next steps for our scheduled August 3rd facility planning meeting I thank you for your participation tonight I want to provide a brief overview of the handouts that you received upon entry and I are at your there is an executive summary of the remaining three options that all of you should have it's a stapled page I believe or cited page there also is a URL code it's a large looks like a checked box Baxter table that you could access to take the survey and then on the back of the executive summary of the remaining three options there also is a maurel link to the survey that we've offered that we hope that the entire community and staff students take after tonight's meeting sorry we also have different new survey we also have a an exit ticket that we like for each of you who are here tonight to complete at the conclusion of tonight's meeting that we will be assimilating all of the responses is Paws posting goes online  we also at your table in the middle have index card and there will be two places you my questions down certainly is part of the exit ticket there is a place to write questions and I'll just have you know that knows if you the Rope questions and left your email I personally responded to each and everyone of you directly and answered your question and in many instances we had several correspondences but as a result of feedback realized from last meeting it would be my preference in deference to the feedback realize that we wait until the conclusion of tonight's presentation to ask questions because it is in all likelihood the questions you may have will be answered turn of the content in tonight's presentation that their index cards if you have questions during the presentation right him down and will save time and I'll stay as late in as long as you like and I'll answer any and every question you have  two for tonight's meeting I wanted to start with the when did mine and review the intended outcomes  the overall timeline process of our conference facility planning process this will be redundant however I think it's important to understand where we been again as well as where we're going and provide more detail around where we're heading so I have a lot of data to share with you based on the results of the community survey that was different from the one that you'll be taking after night and it's dance it may be overwhelming but I'm going to do my love Hut it best to ensure that it isn't and that is palpable and I'll be sure and share all of that data is resolved with my corresponding conclusions and Analysis what many if you have to draft off into the remaining what about remaining in front of you however I'm going to review the remaining three as well with all of you tonight  and then Bayport Lane receive Community feedback regarding opinions preferences with regard to the remaining three options so why are we here  we're here because we can either a dress or Priscilla facility realities now or later the longer we take the more it is going to cost our community facilities are a challenge to the short and long-term physical health of our district that's the current reality that we face this process is about joining the conversation deciding together what is the best plan for our future of our schools and the future of our students for generations to come in order any plan to be successful it must be supported by our community did our process our goal is to have the community Through your feedback the survey results the coffees that were doing and in the evenings help shape and guide what the plan will be  over what Rego Park Community invested in the schools that we have today and our charge is to come up with a solution that will address our current physical needs of our existing buildings of our existing facilities from the reality and address the $44 deferred maintenance  importantly this is one of the first comprehensive views in analysis and looks at our K-12 facilities in many many many many years what to give an overview of our facility planning process to provide context first for some of you this is going to be repetitive and four others of you it may and maybe the first can you see me  some context in background history of where we have been and more detail about where we're going  so the first thing did was an assessment phase and that occurred in the spring of 2016 it indicated that independent assessment indicated that we had 44 million needed to address exist maintenance needs of our facilities  that assessment has been independently verified by Doug Addis of Concorde Addis or owner's rep as well as OHL an architectural firm and they have validated that that is that assessment is valid and reliable  we also have ongoing tours of all of our facilities as well as into the future and additionally we started coffee as well and the evening facility planning process what's an educational visioning sessions those were two day long Saturday is open to anyone in our community who wanted to attend and they were too poor outcome who's there we took a look at when K12 school buildings are being built today or when they're being renovated today what do they look like and how do they look different than when our school buildings were built in 1911 1920 to 1926 and 49 our school buildings were built how is the function different how is it preparing for tomorrow's Learners II Corps outcome is Howard teachers teaching different today and into the future than they were in 1911 19 20 1926 1949  want to know the outcome was that the community felt like Homebase learning in flexible spaces were important and that they saw value in having space where that could occur the next phase which is where we are now or is the options phase and I think many of you likely were in attendance at our May 1st meeting where shared 7 options of continue trying to accurately give a myriad or a Continuum of and then after that we did a community survey and I'm about to share that data with you and we are now to the May 1st I'm sorry that you date where are we have reduced the seven options down to three based on the community feedback and the coffee's that we've had We Are One More remaining Community option meeting which is August 3rd  I want to provide in the clear what the Ford recommendation that all percent on September 19th will be in what it will not be so the fork work jackets of that presentation our first the location of great bands to where kids will go to school and what grade bands still go whether that will be a repair a renovate or a new-build surly what is the estimated cost for each and finally the date and decision framework that I've used to make that determination and the board of education on September 19th this will include all possible Partnerships as well and I think it importantly we're also going to look to establish a financial advisory committee I want to talk about that it more than significantly more detail  the financial advisory committee will be a staff from January to March 2018 by the Board of Education and educational leaders of our district we have shared following super tennis presentation of September 19th the Board of Education superintendent and Traver will gauge an additional data collection turn it is to discuss potential options to fund the plan this financial advisory committee will be responsible for working with District leadership play final recommendations  the facility advisory committees intent is to be able to share the definitive play with exact residential cost at least six months before anything would potentially be on the ballot so family said pause to make a decision the establishment of the financial advisory committee will be charged with the fall  fur how are we going to find the superintendent's recommendation  this will include an analysis of bond debt and corresponding Miller of a potential Bond living analysis of potential income tax as well as an analysis of the 5-year forecast possible operating Levy and corresponding recommendations II phasing or segmenting the recommendation and whether to play the entire recommendation all at once or in one or two potentially three phases or segment with respect to the facilities plan and Rec condition and potential Levy as whatever monster in phases  this group will also make recommendations about swing space in collaboration with their owners represent representative who present here tonight Doug Addison this cost analysis in pros and cons  for both  for analyze the need for ink sing or keeping the overall permanent Improvement fund that exist and whether that is sufficient for our needs based on the recommendation and our need to comprehensively deal with future needs of our existing facilities as many of you probably know we have an existing permanent Improvement find a $540,000 that is prime what use to invest in our existing facilities well as technology infrastructure and devices  the financial advisors committee's work will can a recommendation to the Board of Education in April with a final recommendation by Beth Collier treasure and Andy called myself with exact cost resonance this will be six months in advance of any potential Levy to our residents and include specific cost and time Define cost-benefit analysis specifics about phasing segmenting swing space exact cost for $100,000 for residents  I'm not sure that we've done as good a job of describing how to roll to financial advisory committee as I would like and all on that but I wanted to spend some time and great detail reviewing what their charge we'll be moving forward we may not have all of the specific answers because these identified outcomes will be the result analysis based on inflation interest rates the segmenting decisions are phasing which option is did swing space analysis and currency devaluation of our community the board will consider approval on April 18 to approve the final plan to include again exact cost to Residence millage amounts phasing recommendations and transitional swing space there will be a second potential vote for the board to consider on May team with regard to the final financial and potential ballot to Residence the first vote on April would approve the facility plan with recommendations from the Financial advisory committee with exact cost as mentioned the potential cost for a potential that could be on bow it potentially in November 2018 so I came up with I know many of us putting myself or visual is a schematic to try and design visually what I'm outlines so in essence we have the conference facility assessment educational fish options phase which is where we are now my recommendation on September 19th and then the financial advisory committee will be meeting from January through March will make a recommendation and in May and April we will be administering a community and staff survey after it is a new new survey based on an anyone anyone here who would be interest can hosting a coffee to learn more and have a more in-depth conversation about our process we are willing and able to come is Haley had and Haley if you'd raise your hand should be happy to orchestrate that or email me directly or her and we will will come in and have a conversation and answer any and all questions into your home the survey data is but one of many data points all of the next it will be the results of this that will help make my recommendation on September 19th  so get into the data I'm going to provide an overview of the survey data from our community survey from last from the seven that we presented last time yo my intent is not to overwhelm anyone but the data is dancing may be overwhelming I think importantly as always this PowerPoint corresponding date I'm going to be sharing with you along with the survey results and in all posted on our facility planning webpage if you would like to take a deeper dive in anything that I'm sharing it will all be posted online and it ended if it isn't already and very very near future we also are videotaping to a presentation as well  so there were a total of turn 35 respondents 60% of the respondents reported being a parent or Guardian 20 to 22% of the respondents reported being an interested citizen 10% reported being a staff member and 2% were students so when it comes to the question about the condition of our buildings here are the results from the community survey at bar so for Stevens Elementary 20% thing Stephenson needs minor repairs that it needs major repairs make that it needs replaced and 5% thought the building was in good condition when it came to Edison Larson  sink Edison la tell needs minor repairs 31%  think it needs major repairs and 29% think it needs replaced 7% thought it was in good condition when it came to Grandview Heights High School  35% felt like a need minor repairs 45% felt like it needed major repairs 16% thought it needed replaced and 5% indicated it was in good station sales numbers that contribute to that how many people took it the large one on create one important second  what's the results on sharing with you tell now from the community survey or inclusive of the staff as well as the community at Large it is not in set up the student survey that we created an independent URL code which I'll share with you however so we created an independent URL code for the students to take the survey and capture that data independently there were still a few students that took the community survey represents 2% so important to be very specific hear the results of staff in the entire Community as well as a really small percentage of students the student data that I will share shortly is captured as an independent URL when but but only reflects students also later in this presentation I disaggregated or pool out just staff  and I'll be sharing those results and that those results were pulled from the community survey we did not create an independent URL code from the staff but rather pulled just staff out and I'll share those results as well so one more time I don't mean to be redundant but I think his question is a very important the results I'm sharing with you now or inclusive of current community members and staff  longest Community survey Edison intermediate Larson Middle School is almost evenly split 3129 percent replace versus major repairs so one of the things you'll notice in the next survey is as we dig a little super into that specifically so for the next opinion of the four General facility plan from the commute survey to repair renovate option which was option 1A and 1B on the original  existing facilities 9% strongly favor or favour 41% strongly oppose or po strongly oppose or opposed so far repair renovate Stevenson and build what new for 8 or 4 1250 favor favor where 46% strongly opposed or opposed for the plan to build one new K-8 and renovate the high school on one campus 68 set strongly oppose or opposed 32% strongly favor favor the new 500-seat Auditorium 75% oppose or strongly opposed with 25% strongly favor favor summer options like that for the question about options like the best and least  for the can renovate all existing school buildings scored a 39% as an option best light but also scored a 27% as least-liked for the repair renovate RLS and build either a for 8 or 4 12 News scored a 25% as best with a fork as least liked  the bill one new Ka and renovate High School score of 12% as best 5% as the bill new K12 with 500 seat Auditorium scored a 12% is the best with a 58% as least like so Grandview Heights High School now this is from the community survey specific to Grandview Heights High School to 54% think it is extremely or very important to preserve the front facade of DUI School  77% were opposed to reducing the size of the High School auditorium from 809 seeds to 500 seats of these 44% strongly opposed 80% prefer to renovate the existing Auditorium over having a new 500-seat Auditorium  64% look for building a new for 8 building and renovating the existing high school over building a new school with separate wings for a 4-8 and grades not so now this is the community survey still specific to Stevenson Elementary important data points here so the first is 74% opposed to closing Stevenson Elementary and 45% are strongly 66% agreed that Stevenson Elementary should continue as the district's Elementary School because of its historical significance  again staying with the community survey at law this data specific to Edison intermediate Larson Middle School is Edition which is where we are now in Edison intermediate Larson middle school if a new school is built 29% think it is extremely you're very important to keep the Edition  64% preferred building a new for 8 building and renovating the existing High School building a new school with separate wings  so now I'm going to get into the student data right now importantly I'm just going to be redundant  this is independent separate URL solely student day okay so 270 high school and middle school students completed the survey interesting 41% were freshmen so if you have a freshman they probably took 77% favored or strongly favored option one but more favor more expensive version of Option 1  53% favored or strongly favored option to 80% were opposed or strongly opposed to option for which was the K-12 option three can another K12 91% wanted to keep the existing 890c Auditorium  when it comes to building the new high schools for 12 70% prefer to do for a building and renovating the high school  75 send a post-closing Stevenson now this is the staff surveyed again at the risk of redundant this was extracted pulled out from the community survey and it's specific to staff only the first fascinating Sagan's boat Louise to me 0% 0% indicated that are buildings were in good condition not one person indicated that I want to say I'm close here top talk I mean I may be all 5 or so but like 78  yeah yeah say 120  so 48% indicated that Stevenson Elementary needs major repairs or improvements 38% indicated it needs replaced  73% indicated Edison intermediate Larson Middle School needs to be replaced  55% indicated Grandview Heights High School needs major repairs improvements welther 6% said it needs replaced so an overview of the option so Option 1 29% strongly favor por favor renovating the three existing buildings option 2 again 74% strongly favor for favor renovating Stevenson Elementary building a new for 8 and renovating Grandview Heights High School  option 352 set strongly favoured or favored we're 48% opposed or strongly opposed  and in the fourth one 58% strongly favor to favored in 42% oppose your strong lean puzzle is 71% of the teachers strongly oppose or pose options one but 74 strongly favor favor renovating Stevenson building an for eight and renovating Grandview Heights High School found or current abilities in good condition update out relative to the community at large just a general observation and Analysis  so one also pulled from the staff is of the four General facility options presented which one do you think is best for the district so 6% favor. want 38% option 223 option 3 and 30% option for  so I'd say question just which you like least 75% like least we're 2% liked option to least 2% liked option 3 least 21% liked options for least  so some analysis and conclusions and again awful off and I hope you believe me when I say that that I've had quite a bit of time to process and analyze and think about and look at all of this data where what's up with you this is the first time you're saying in so I'm mindful of that but I want to just share with you my analysis  so it's important our community staff and students to keep Stevenson Elementary where it is  that's my analysis and conclusion the Grandview Heights High School West 3rd Avenue facade and  even more pronounced 890c Auditorium are very important to the community the staff and students this leads us to a renovate or repair the new bill for both Stevenson and Grandview Heights High School  so these results effectively eliminate all three K12 options  any new high school option and basically from are the last seven leaves option one egg one bean and tubing just a quick footnote if if I'm at the executive summary you have in front of you for the third one that I referenced Injustice 2 just so you know when I used to be and it just says to it's the same okay so we had a 2 a.m. too baby but put for simplistic reasons we've just now called an option too so we have now A1A a 1B talk to but option 2 is fully representative of what option to be was when I presented the seven options okay so what are oxygen 181b intubate for an hour options to  so one a moderately repair some renovation of our 912 483 at an estimated cost between 30 and 35 million dollars so some of the overall considerations moderate repairs some potentially renovations to address a TA in maintenance determine what level of Maintenance will need to be and modest reconfiguring for academic goals maintains some astora components of grave lights High School building with gymnasium Auditorium and certainly our new wonderful Wellness Center  sableux our current establish maximum Bond borrowing maintains most of our existing square footage and the external brick aesthetic does not increase potential the project-based learning and flexible learning Concepts it would not does not address does not address our full load of or maintenance and approximately approximately 20 million dollars of unaddressed deferred maintenance would still exist this auction is a more aggressive and holistic approach again focusing on our existing facilities and renovation it would address fully ADA compliance and maintenance determine level of reconfiguring desired this would would better allow what's to meet some of the educational visioning outcomes with respect to project-based learning and flexibility there would be more Renovations as a result of this one. And it is supports project-based learning and flexible learning Concepts maintain some the store components again of the gym torium Wellness Center 809 cheap Performing Arts Center addresses the full load of deferred maintenance square footage and external forecast lower current establish maximum capacity to borrow  so then are part of the final option formally to be option 2 on your sheets  is the difference between this one and the option one is  it's a new for 8 building that's that's the difference the cost also is projected lower modestly the range is projected to be lower so this would include a renovation repair of Stevenson as well as the high school and a new for a maintains that store components of Grandview Heights High School building with gymnasium Auditorium fitness center maximizes potential of 4/8 facilities for project-based learning in flexible learning spaces maintains Grandview Heights High School and Stevenson country static and allows for renovations for project-based learning a collapsible spaces because there is money in this one for renovations of those Stevenson as well as the high school just above our current establish maximum Bond borrowing capacity  highest efficiency and cost-effectiveness in 4/8 bill  silver all the for 8 would be a smaller footprint terms of square footage would be in LA New York potentially certified building more efficient and maximum opportunity to think about meeting the needs of tomorrow's Learners flexible space and project-based so importantly the slide I have up here now these are just I think it important for you to hear me on this one it's just boxes that you see on this map tell me the show that we have the right amount of square footage needed to build and are not representative of what anything could be  Cajun boxes on a piece of paper indicating that we have enough square footage to build this building if needed  so stop  we seem to have receipts for my analysis and conclusions some level of consensus regarding the repair renovation of Stevenson Elementary map analysis and conclusions is what are we going to do with Edison intermediate Larson Middle School the staff seemed to be overwhelmingly in support of a new for a while the a community survey is unclear or close to neutral the survey the new survey that we've created and can be accessed via the QR code or the URL code on the back of the executive summary focus on garnering feedback on the remaining three options based on your preferences but will also physically Target feedback with respect to Edison and learn  so I want to give also now I'm going to Safeway did the Athletics because his recall were presented a four million dollar repair renovate of our K-12 Athletic Facility which is Dodge North of Grandview Heights High School so the survey results clearly favored the two-million-dollar option the four million dollar option or the do-nothing option and 54% preferred this option so a quick summary that what's occlusive of a new locker rooms renovated homestand and resurface or repair the track so the estimated cost is Mitchell's $2000000 some all considerations  so wait when Garner a result or outcome of that would be a new 10000 square foot locker rooms and restrooms renovate the concrete in homestand locker rooms in restrooms add 88 compliant access and seating to home bands in visiting Saints right now that is not in existence  add $50,000 for track repairs that will proximately last 3 to 5 years new exterior fencing security lighting asphalt paving  so importantly I wanted to give an estimated range of cost to Residence so everyone would play much-appreciated cost neutral option but frankly we cannot take care of  oreg 44 million dollars in deferred maintenance for 10 to 15 million dollars if there is a phasing end of the options then the first phase could potentially be close to cost neutral this is a result of our existing bond debt that will roll off the books in December 2018  I'm sorry 2019 you are listening the cost presented is what the Franklin County auditor has your house valued at not what what can sell your house for typically typically and I have this is true in Grandview and marble cliff in Spades the longer you live in your house disparity between the selling price and what the auditor has your house officially valued at so for relation purposes with regard to cost residence it is the auditor's assessment and what your house is valued at not what you could stop the cost neutral amount would be between 10 to 15 million dollar project of which we are currently paying an expires in December 19  h10 million dollar project cost ranges from approximately 58 $72 / 100,000 evaluation to the resident  so why are there why are there these ranges that exist there are variables to include interest rates pause term whether it's a 28 year or 38 year  property assessed valuation of our community whether you face in or segments  in other words extending the project out for longer or less what is Swing space look like  all those variables go into establishing that range  import six months prior to a potential potential November 2018 Levy we will have the exact cost to Residence based on the final work it out comes of the financial advisory committee will that include yeah so one of the things I mentioned that the financial advisory committee will be reviewing is the 5-year forecast and analyzing that and May make a recommendation to the Board of Education with respect to the need of an operating Levy and correspondingly what village that would potentially be and as well as as well as all the other variables around segmenting phasing swing space term of the bond if that's the way it goes up analyzing P I certainly looking at whether there could be the components of this that we seek funding naming-rights excetera I'll bring them over so I'll be honest we have we have not to my knowledge there has been the board staph  better lighting  more natural light likely likely operational costs within reduce Maurice Moore as a result of decrease square footage  and what I've learned is that in new bills the requirements of air quality are so greater that it actually runs more and sometime House cost more than what order buildings in existing HVAC heating systems do because they don't run as often and I aren't held to his high standard and pumping Fred Sharon and so that's what I've learned but likely there would be some operation exit extensive renovation  what is a  good afternoon I think that's I think that's true I think the between 1A and 1B would be I think my understanding first it would require if that's where this process lands at War Conference of the now what's the prioritisation of what we wouldn't be able to do I think the focus would be around at a compliance and then prioritisation of immediate prioritisation priority priorities of our most immediate needs you like you wouldn't see when you walked into our buildings wouldn't likely notice a difference because a lot of that other than a TA access we are going to notice it in terms of lighting improved room space size square footage it isn't going to be blowing out walls it's going to be focus on 88 compliance and then prioritisation of our priorities  so for the for the renovations for sale 1A or 1B what level of I don't remember seeing it on if you want to step back  you were talking about lead in terms of Environmental so getting back to lead lead is energy and environmental design  so the new school for sure we could look at lead silver that's kind of Saint bar the state minimum that if it State co-funded they would look for you to achieve Leed silver we used to say that was a three to five percent increase cost to a project to get to lead silver now we're saying it somewhere between zero and 3% just because it's becoming so prevalent in what we do on the renovations doubt that we would go for lead again if a Go full renovation we could explore that and see if there's a lead opponent if we can pursue existing building Lake Erie I have to question along the same line please would end up with less extensive Renovations at Stevenson High School can you talking about you saying 2.5 billion dollars less money than one beat I'm assuming the cost to tear down this building and build a new one is more popular healthy just general numbers don't don't right he's down but in general numbers we have deferred maintenance in this building I'm going to say it's in the 2 million range make sure I got that right so that was the assessment for deferred maintenance when we look at let's see where it goes from furniture to finish is lighting ceilings boilers HVAC air conditioning fire safety safety which aren't up to code fire protection 88 compliance is it you know when we look at the envelope tuckpointing the exterior rough replacing windows that are fail I mean it's really though the whole building gets a gets a touched choke comprehensive facility assessment is on the facility planning page very thick interior detail when you say defer to the what I guess what I'm say is this hpg did a comprehensive facility assessment in any gated there was boarding $4000000 a deferred maintenance that detailed assessment is online and it didn't link to our facility planning page so thank you that was that was where I was going to go and again don't don't hold me to it exactly we're somewhere in the neighborhood I got to do the math here with swing space we're at 18 million and so we felt like there was a form again understand 2 million is we're going to redo this building top-to-bottom to try to bring it up to code and Eric Bonnie and all those things and for 18 million we can right size it make it more effective make it more fishing in terms of education so that's in the state does this all the time state looks at it and says when we get to that 2/3 cost and it's in it's too 6% of the cost to renovate or higher they recommend you replace a building and so we're kind of looking at that as a template and saying we're we're actually going to save money if we were to build a new building the right size cuz this building's oversized your hand up first Baba Elizabeth yeah  are you asking just clarification so her for everyone's edification was I think what is her existing square footage and what is we need what do we need and my question back to you is are you in specifically Edison Larson or you interested district-wide okay thank you thank you okay so we have a Summit Lee 300,000 square feet  of existing square feet and are DeVille K12 300,000 according to ofcc a minimum standard we would need for the enrollment that we have and as well what were projected to have my 2016 167000 square feet that's correct football hits so so I would say to you this 1A and 1B would be buying large keeping our existing square foot but either repairing or renovating option to or to be the new for a building would be less square footage than the existing space that we have for it  yes yes best that's true right I understand I hear what you're saying sure well again I think it in my judgment I think it is a representative and it's been a transparent process I would say to you that date also around the 800 90 seat on a torium as well as the front facing facade of million in state funding that we have lost since about 2011 so that there is not X Grandview yard money if this time to to put towards facilities really what it does is you know any increases in Grandview yard do you know help or operating position in that just means less that we have to ask for in terms of operating millage of valid so we don't we don't anticipate that Grandview hard money is going to be your mark 4 for you no renovating or building any new facilities rather it it helps our operating fund and you know just anything that we get in Grandview yard just means less that we have to ask for my boaters in terms of operating millage and in operating the this is another thing that the financial advisory committee is going to be looking at making a recommendation on so it's a little early to know for sure exactly how it's going to be fine dance again that advisory committee will be looking at at any and all options Waterloo condo owners of the graveyard be just as stuck with the increase for $100,000 so the question is if a if new Bond Levy was put on the ballot in past would the the owners of Grandview yard property be stuck with the same millage Grandview Star Property Owners pay the same millage it goes into a tip find the tax increment financing project fun the school district gets a Porsche end of the money that is paid into that tip fun so they did answer your question yes everyone pays all Property Owners pay that the current so can you let it go see the property owners at Grandview yard pay the additional rate to all that money my understanding that there that was 15 years so they're me there baby there may be some tax abatements down there and I can't you know I don't have them information to find me right now this city would have for that information but in general that the properties that are not abated Grandview yard properties pay the same millage it just doesn't go straight to the school district like all the rest of that we've gotten in in the enrollment projection the the chances around Grandview yard the funding that we get as I described this is operating funding it is it is described in detail in my 5-year forecast which is are add site as far as the tax abatements I'm I don't know I can't tell you right right now exactly what which properties are evaded but I can't tell you that we just as as recently as this week I'm I met with the finance officials at the city to look at the the projection constant communication so that our financial picture in our five-year forecast reflects accurate and current data as far as the the money that we hungry again if any of you were here at the last meeting I talked briefly Grandview yard is not at this time a windfall of cash the school district most of the money is directed into that to find and it goes to pay for the infrastructure on that project in the projections currently are that in 2040 when that is completely paid off then the school district will receive a significant increase in tax I knew that that currently is projected to be 2040 discussion  Jackson Property Tax millage how much or what's your discussion there quick question so the question was you know we have talked in and thrown around numbers in terms of what a a bond Levy would mean in terms of property tax dollars to our our residence and the question is you no have we jet we'll be out to our community six months in advance so that everyone has plenty of time to evaluate how you know if it's an income tax if it's a property tax how that impacts each and every one of us You know the highest rate property tax being number one Hilliard School District is number one we are 13 out of 16 so the school district not have you know we're way we're towards the bottom and turns it let me finish let me finish it so the other thing I will say that's just School tax turn School tax to school tax when you compare total tax that all of us pay we are one two three four five we are six out of 16 so we're just a little bit above halfway in terms of total millage on that includes the city the library that County and the school district so so anyway I wanted touch on that first we are we are at the top which which sometimes is the perception the other thing that I want to touch on that you brought up as a really really good point and that Southie reappraisal that is currently taking place in Franklin County so every 6 years or is a full reappraisal it's based on state law County auditor is looking at every single parcel in Franklin County it in each of us you know will be impacted a little bit differently but the point that I want to make to each of you is that it looked ugly if your property goes up lasay my property goes up 10% that does not not me my taxes go up 10% now there are if it's it's it's a little bit of a challenge to try to explain how your property taxes will be impacted because literally every single person in this room will be impacted a little bit different it's possible that your valuation could go and your taxes could actually go down a little bit if your increase is less than the average again if if every single one us if our properties went up exactly the same let's say every single one of our properties went up exactly 5% then because of something called till 9:20 that limits inflationary growth on levees there would be very very little increase in your taxes there's something called inside Village which represents about 42 meals are are considered inside millage and so there would be growth in play Terry Gross on just those five Mills but in it if your property increases greater than the average increase you'll pay more if it is Reese's less you could pay less so again the point I want to make is that every single one of us will be impacted a little bit differently but at a certain percentage increase in your value patient does not necessarily mean that your taxes going by that amount so anyway thank you for bringing up the property tax issues say you no more about school Finance I'm being serious then probably just about anybody in Franklin County so at this point Beth and I are going to stay but I'm seeing a lot of restlessness so I'm going to excuse anyone that would like excuse she and I are going to stay here can will stay in Andrews any individual questions that you have
